I don't mind the requirements being steep, I just don't want them to be hyper rare like GSS. That to me is just too much.

I'm glad GSS won't be a factor. I was more talking about drop rarity on par with it. Use those stones of impatience that only have one use that nearly no one is willing to use then for.

Each 10th additional rank should require a GSS and a UW8 or higher... and a water flask...

Maybe make Stone of Impatience used for it?  Those things are in game with NO USE what soever!
