Generally 4-5 mins past the hour of the reboot.  It is clearly stated on the server-wide messages that are broadcast starting 30 mins before reboot.....  Have you been on just before a reboot before??

i usually wait until 6:06 to log back in. if you log in at 6:05, which is just about the time it come back on the server list, you sometimes zone into another instance of the zone. there are pro's and con's to this, but its generally undesirable.
