Whats a good charm for a shaman?  I'd assume oracle for heals but does guardian work with buff duration?  will a level 1 guardian make it so  the kraken line isn't so short and have to be recast constantly?

Even if it doubled it that would only put it to 6 minutes so it would not be worth losing the heals from oracle. I do not believe it is effected by guardian charm though.

It depends on his role in your group.  If you have him with high augs and enough healing already in a Pally and Cleric then I'd go Sorc.  If he's casting more heals for you go with the Oracle

do directly UC and dont need to think about what charm is better as the other one !
