On the first 3 clears, I didn't get a single charm drop. Not a single one! But on the 4th clear, I had 9 drop, one right after another. So they're dropping, just at a very random rate.

People have hinted at this for a long time. I burned through 100 t1 crystals the other day and only got one essence, created a new instance yesterday, burned through 100 crystals again and 11 minors dropped. That being said, 0 to 3 seems the norm.
