Rather, the effect instead. Third, I had my writing of these queries interrupted. After some diggin this morning, it seems the correct effects are attached, but the effects aren't all updated. Not sure why and will not be able to fully debug where I fubar'ed until tonight. I am traveling at the moment and posting this through phone at a Taco Bell. Will run Hates updates hopefully asap and earlier in the day than usual. I usually try to get them in around 4-6am just before reboot so zones don't end up in rolling crashing. Hulkpunch said he has same problem too...

Hulkpunch said he has same problem too... It is a result of running the updates without restarting server. The bossman is busy and ran them early.
