You can combine 2 X IS VIII to make NS VIII. I think combining 2 of a tier to make one of the next tier to be a huge waste of a strike. To get to the next tier you only need a few mats. They are lvl restricted i believe, havent looked in a while TBH, so a new player may not be high enough to utilize 5's even for the right price. Just a thought..
