I wasn't sure where to post this, as I did not see any sort of "tech support" forum. Please forgive me if it is in the wrong section.

On several of my characters across both this server and Project1999, I'm having a rather annoying problem. My skills are able to be improved up to a certain amount with each level, however within my "Skills" menu on my character menu, they are always showing as a lower number, and red. What does this mean, and how can I fix it?

I have tried relogging, rebooting, and even deleting and re-installing UI files (and re-installing the entire Titanium client as well), as well as trying custom UIs and settings, and so far absolutely nothing has worked.

Could anyone please provide input about this issue?
