Can I hail my wizard familiar for buff bot buffs at any level? Can other party members do this on my familiar?

I heard there was also some way to use the waypoint pet as a buff bot. Is this true?

Is there any way to get wizards to do decent damage before 70? At level 44 I got conflagration which seems to do double the damage that it did on live kunark era. But everything 45-55 so far has been lackluster. Ice comet does less damage than conflagration which makes no sense to me.

The waypoint will allow you to buy buffs, other people can't use your pet to buff...

How do I buy buffs from a waypoint? I'm assuming my warrior can do this? It's annoying to run back after getting death touched by plane of fear bosses.
