It has definitely changed.  Hunter sort of answered the question.

I surmise that because of how fast someone can level from 1 to 70 with the right setup the exp requirements have changed relative to where they were a month ago.

However I think that this change's in inadvertent effect is that new players are suffering to level their new toons because they are not using "another" toon to power level themselves.

I know people will say "Make friends blah blah blah".  I think that we have a better way to tweak EXP without killing the new player.

The kobold quest helps in the late 50's all the way to 65, but I think maybe a quest specifically for low 50's would be nice.

There is a quest for each range of levels.  If I remember correctly, that would be killing kobolds in velks.   Not really worth it at that level, as the kobolds blind you a lot, and you end up dying with no idea how many you have on you  Smiley
