if you get an illusion and you turn it back in for another random one it works fine until you get a Vah Shir item then he will not let you trade it back for another.

You need to trade the Vah Shir + one more to get the cycle going again.

Yeah, it's true. I believe the NPC tells you that you will be able to turn back in two illusions to get a different one. I believe that it has been broken and was always 1 to 1 except for vah shir for some reason.
