ive downloaded it and just put it im my eq file .. i still have lvl 255 spells

which operating system are you using? If its vista or win 7 you need to make sure you have complete ownership over your eq folder if you installed it in program files.
try deleting the existing spells_us.txt and then unzip it into your folder see if that helps
