I have the full game files, but it isn't "installed" any Idea how to make that work?

Doesn't need to be "installed". Just keep it out of the Program Files Folder since Windows 7 security likes to complain about stuff.
So just place it here:
C:\Everquest\
and you should be fine.
Don't forget the shortcut with patchme at the end of the command line. See online guides for more details.

Eqemu website has a player guide how to set up.

Well, it sounds like you didn't follow the guide correctly and add "patchme" to the end of the eqgame.exe shortcut. That said, all my Underfoot clients have an Everquest.exe in them, so if you don't have that then you may have lost something along the way, especially if you did something that made the game patch itself.

For an easy way to get all the Directx files, do a google search for Direct x Web setup. The first result should be a microsoft page with the correct file. If you open that, your computer will get all the DirectX 9 files it is missing. Even if you have a new computer with vista/7/8 you should do this since those usually don't have the files for DirectX9.
