Okay. Crunching numbers, here's what's up.
The lowered delay actually lowered top-end damage. Far less damage bonus, higher base damage... it amounts to like .5% less damage after the change. No big whoop. Not talking DPS, just "how high" a hit can land for. As for DPS, it went up from about 1050 to about 1300. What this means is that warriors are no longer seven times better than paladins, they're only five times better!
The faster swings allows more chances for the heal proc to go off, so that's nice.
