Shm epic 3.0 has Dmg mod but not higher ones?

I noticed today that the SHM epic 4.0 to 9 does not have a dmg modifier, but the 3.0 has an 18% mod. Is this an oversight/bug or is there a new spell they get?

It just seems off that abilities would be taken away as one progresses.
